You are certainly right. Of course it is a matter of resources and priorities. But I would also say that "normal" user is not supposed to edit the rules as part of his daily work. So very few users should be concerned by editing the rules. That is why it is probably not a priority. And XML is used a lot because not too difficult to understand and edit using a good editor. It is robust and flexible technology used by a lot of software. Less risk for developers than creating an interface that must be maintained each time some parameters are changing,added.
