You've got same capabilities in SS2,SS4 and OpenRail. Rotation => angle distance contraint. It is the only one that allows rotation. Aleksandar solution is good. I have another one that is not so different but I don't create the additional vertical alignment. Please find an example how you can set such template. communities.bentley.com/.../CantRotation.itl I would advise to use the create rail command to create features to be used to control LeftCant and RightCant. More accurate. Then you can complete the template by importing the shape in this template (with no cant). remove all constraints from the points of the shape. Add angle+distance constraint to all point with no change of the value.
